If I remember correctly, and I probably don't, the idea is that everything either can obtain a spark of spirit or innately has a spark of spirit in it, and the longer it exists the more powerful it becomes, with active worship making it stronger, while anything that becomes powerful enough becomes a Kami, which can include anything from objects to items, to people i'm pretty sure.

Since Rohan can't change his own fate, he wouldn't be able to do it to himself, but there's nothing to me that says he couldn't do it to, say, Josuke. Heaven's Door is the literal win button.

The two most terrifying things with Rohan are that his only known limitations are that he can not see his own distant memories or future, and that he can just bestow immeasurable speed to anyone he wants, given the events of part 6, with seemingly no limitations or downsides. Also, given that he CAN bestow immeasurable speed, it seems only logical to follow that he could, if he thought of it, give himself or anyone else the same degree of strength or durability. Terrifying, honestly. Also, almost seems part 9 Rohan may, in fact, be part 4-6 Rohan, somehow. Guess we'll find out eventually, but he's the only "returning" character to have the same name, appearance, AND stand+ability. The only difference is the hat, but iirc, some previous art pages from 4-6 had the bowler cap too, so that detail alone doesn't mean it's different.
