I'm gonna try to explain the bulk. simply put, the 237 failed tests were the result of the serum heating up their molecules to the point where they simply could not stand it and vaporized at various frequencies. the test conducted on the plant was successful because plants have much sturdier cells in their bodies, what with vacuoles and cell walls. the bulk's transformation is that the anger causes his body temperature to heat up, making the chemical react with his cells, converting most of his body mass into a body mostly made of a strange colloid that is mostly solid, but still liquid enough to move around in the strange ways that it does. this form allows the bulk to also manipulate his size and state of matter at will, which is how his foot gained scales when he crushed people. the tornado appearing around him when he changes is him vaporizing like the others, but being able to reform back into the bulk or hank howard at will. in fact, now i wanna make a story involving a hero similar to this description of the bulk's powers, except it doesn't suck.

Actually in the audio commentary they tell the secret how this movie was made: #1 decided they make quick cash "spoofing" a big movie #2 they discovered some sites (listed in the credits) with stock footage #3 lacking the programming skill they built the scenes to "fit" the stock footage background. They even add in the extras some "left over" scenes to show whatelse they could have included, but they had sooooooo much self-restraint they did not use it XD

That's true actually, though having said that I do think there are varying levels of bad - like sometimes people trying too hard to convey emotions or acting in a really stilted, robotic manner when delivering lines can be far worse and easier to notice (almost like the uncanny valley in a way!). I'm sorry but if any of the creators are telling you this was a serious passion project that was meant to be treated fairly against its competitors than they were lying. These people were in on the joke. This is TRYING to be bad. It's successful at that but this isn't comparable to The Room. 3) That cop duo....glorious! I want to see them in more stuff.
