Android 19 and 20 were originally going to be the villains in trunks timeline but toriyama advisors said they looked ridiculous so 17 and 18 were finalized

SPOILER: In addition to what you wrote I think that Vegeta could've eliminated Semi perfect Cell but then the saga would had ended there without seing Perfect Cell and later the Cell games and in my opinion Toriyama thought it could be quite intresting to have Vegeta decide to let Cell absorbe Android 18 because it's not too far from Vegeta's character

By the end of this arc he’s like 11 in the anime if I’m not mistaken but in the scene you asked about i think he’s 10. I don’t wanna spoil the reasonings why though. Random comment, but I have an opinion when Trunks told Goku "You should've never spared Dr. Gero." In Dragon Ball, Dr. Gero was never seen or even mention and Goku killed everyone that was there, or at least everyone that was in his way. It felt more like Goku just assumed he killed everyone in the RR Army and just moved on rather than him sparing Dr. Gero's life. That's why I have a problem with that line.
