It's a musical toy, not really an instrument per se. He cranks it and it makes those doinkly sounds. He likes to use it live, not as much on recordings.

​@@hamtaroyt Travis barker could never pull off this jazz elusive rhythm that dances around the melody, thus it doesnt sound like blink at all. This is a cover and he is taking artistic freedom to improvise. Also this cover is drum centered obviously and thats a decision of the band. It is supposed to sound different and its a take i like a lot. Aphex twin imo would approve given he loves playing around with rhythms and time signatures in his songs.

Not nearly. The Bad Plus did it before it was cool and Dave King here is more tasteful with how he introduces more complex rhythms and leaves the time signature then comes back.
