It seems to be called a 'Spinning Whiskey Glass' or 'Dancing Whiskey Tumbler' and might be manufactured by Shaanxi. They offer the 'sunflower/vintage' design seen here, plus offer a Subtle Wavy Vertical Lines - Type A, Middle Diamond Cut - Type B, Graduating Diamond Cut - Type C, Vertical Line - Type D, Bubble - Type E, Basket weave - Type F, plus mini diamond grid, whirlwind, random wave designs -- and also offer some or all of these designs using an iridescent (rainbow) glass and some including a wooden base, so a spinning glass doesn't fall off off a surface. I'd probably be most interested in Type A, Type C, Type D, Type E, Type F and random wave. Unfortunately, easily locating some designs may require additional details. They also might be offered under Jesenbol or Kizzy or Gianxi brand names. The glass design here must be a vintage design as The Pioneer Woman offers a similar, if not identical, 'Adeline' glassware line.
