Saying Boudica wasn't a good strategist is a kind of a massive understatement, most of the "cities" she razed were more like slightly more developed small villages, which also had small garrisons mostly due the Roman's lack of foresight, when it came time to actually fight a decently sized Roman legion (which was still pretty small compared to her army), she ended up losing the most hilariously one sided in history, not just because of Roman steel and discipline, but also because of Boudica's strategic incompetence, for some bizarre reason, she decided it was a good idea to surround her own army's rear with chariots, which turned it from a battle into a fucking meat grinder
