When I’m working on a new lick for a lesson or learning a new song using tabs, I break it down into small sections like this until I have them learned and can play them smoothly and without mistakes.

Hi there! This is a big topic, and it depends. I did a video on improving timing when playing solos and improvising, I'll post the link below. But for general timing, playing along with others is a good place to start. Try putting on a recording of a song you know and can play with the recording. Then play along- paying attention to your timing. Are you speeding up? Slowing down? These kind of things. Timing improves gradually over time, but like anything it can be improved with practice.
