Agenda and the guiding principle: Reduce carbon and to pressurise developing countries to fulfil their commitment. India consumes less energy than developed countries. India has taken a lead in renewable energy. Issues: 1. Countries persuaded to complete their commitments under the Paris Agreement. 2. COP25 will discuss to make the commitments aggressive. 3. Carbon trading and the issue of double counting. 4. Assessment of loss and damages. 5. Finance and capacity building. Issues: Pre- 2020 the record of work done by developed countries is not up to the mark. Many countries have backed out from the Kyoto protocol. One of them is a major polluter US. UN report: commitment made by the countries at the conferences are not enough the present a rather bleak picture. The cryospheric report suggests that the previous prediction has been inadequate. Report by WMO suggests that the situation is appalling. The frequency of occurrence of disaster events has increased as in the case of Venice. Wildfires in Australia, California etc have become rampant and frequent. Carbon absorbing capacity is being reduced due to the cutting of forests and the stored carbon is turned into the active form of carbon monoxide. As of now $59 billion has been committed whereas the commitment was $100 billion per year. 28 countries have committed out if which 12 have doubled their commitment. Green climate fund. Way forward: Invest more in renewable energy. Cost of renewable energy should be brought down. It should be a public good. Not reduce but eliminate carbon. Both developed and developing countries need to do more. The previous commitment made at the Paris conference have to be adhered to and more ambitious commitments have to be made. By 2030 reduce carbon emissions by 50% and by 2050 neutral. India plans to reduce its emission intensity by 1/3rd. ISA should be supported. Speed of the progress should meet the challenge. Increase the parity. Countries like India should innovate in the area of solar power. CAMPA funds. There should be a body which should start putting forests in every state. A firm commitment and cooperative behaviour and attitude change by developing countries. Political will and global commitment.

Rajya Sabha TV, I am a big fan of your debates. Just one suggestion, the background shows COP-25, Chile, which was correct until September end. This is a very small thing but, some people might be in doubt with the location which is now Spain, so it is COP- 25, Spain.

Climate change debate and discussion are not making any significant progress basically. Numerous COPs, protocols, and summit all remains on paper. Just like the UPSC aspirants who read this issue just for the sack of examinations, all the country leaders seem to be doing the same "discussion after discussion just for the sack of it". So my suggestion (which will never happen of course) is: Let the COP meetings / summit be held in such a place where the climate change impact is extreme, in a place where there is heat wave, cold wave, submerge island etc. It should be held in such a room where there is no facilities like AC or temperature control. They should attend the meeting using public transport where there is no VIP facilities (except for security). Let them feel the heat first hand, only then we can hope they will do something for real and not just preaching the issue.
