A funny wrinkle in the "Too Much Water" story is that the actual criticism in the review made sense because of Pokemon overworld mechanics and Hoenn's theming. Water routes in Pokemon were similar to caves, where every surf tile could trigger an encounter, and loads of random swimmers patrolled the long stretches of samey-looking water and inhibiting currents with a lot of the same Pokemon to throw at you. Normally, water routes would be a bit more limited in number, but Hoenn's thing was the tug of war between water and land, so it ended up with a lot more water territory than a typical game. While a land route doesn't have to be a cave, any surf tile would pretty much be an encounter space, so the uptick in water routes would have been very noticeable.
