Not to mention, if he becomes the Fabricator General, he'd effectively be forced to stay on Mars or Terra, which not only limits his work, but also makes him more susceptible to assassination attempts. Cawl is unorthodox to put it very mildly by Mechanicus standards, and we all know how rigidly they hold to dogma. Cawl's ideas and work toe a razor's edge between barely tolerable, and heresy in their eyes.
