Yeah I think he's doing half reps cause he's prioritising reps over form. Seems to be common when people are going for max bench reps attempts. I don't think it's really about max growth or tension.

if he's doing half reps with 200kg he can do full 20 with 100kg

He did a full rep with 300kg, probably can do 10+ reps with 200kg comp form
