13:40 Didn't Shigaraki approach Midoriya _after_ the final exams? 15:00 That was Yosetsu Awase from Class 1-B, who is _doubly_ MVP for carrying Yaoyorozu and other two students with him. Yaoyorozu only _created_ the tracker device. 21:39 Shigaraki didn't use the bullets on Chisaki, he removes his hands, which Chisaki needs in order to use his Quirk. Shigaraki didn't even know which bullets did what (he had two cases with different bullets).
