It's probably been mentioned elsewhere in the comments section, but the paint isn't flammable, it's the propellant. The paint is probably hindering the flare up by increasing the overall ignition temperature. That's why the propane ignited (flare up) so quickly yet the spray paint didn't. You're essentially shooting a very small bucket of paint with a, relatively, insignificant amount of flammable propellant.

Super cool! Would love to see your shoot a block of ballistic gel! Thanks!
I've been eyeballing some of these to test on my own channel. Going to see how well it does against bone. Im betting your muzzle flash is from not crimping the shell,. The lack of crip is less resistance for the projectile to go forward, so it goes forward and exits the barrel sooner than normal meaning theres less powder burned before it happens.

Interesting stuff. Love the fragmentation of the layers of metal core. Long ago (1975), an extremely crazy buddy of mine and I loaded 22 shorts into a drilled 405gr cast 45-70 bullet. We loaded it to a modest charge of BP in a 45-70 case. Fired from a reproduction 1873 Trapdoor carbine, we shot a few cinderblocks from 50ft. Four exploded some, and one did not. The one that failed to ignite did give us an idea of just the projectile would do. It broke up the block some, and those that did go off did about 30% more damage. He wanted to drill and fill the bullet with BP and use a BB cap with the ball removed. I didn't think that was a good idea and refused to use my weapon for this. Something just felt wrong about it and we didn't pursue it. Just felt too dangerous.
