Gotta love the inconsistencies in this show, the more you watch the more you witness situations that could've been handled in thousands of different more effective ways by a speedster, but they don't because this way it would be too easy and it wouldn't create tension. Like the bomb in the beginning, I'm pretty sure he could've easily got that all the way to the middle of the ocean in the time it took him to phase through the floor and letting the office get blown up.
