When will we start the conversation of this constitution and its affordability in relation to poverty growth in Kenya and dichotomy of views on approach of policy between the few who own the resources and the poor. When you overly reward leaders above market standards and increase representation in a nascent struggling primary economy how do you expect them to create enabling policy for growth when they are insulated from the general economic environment. Even the structure itself is so bureaucracy laden and designed not for service delivery but political expediency. For example, they refused to provide money to fund education, especially University education, so Moi had to come up with 8-4-4 in order to limit the number of secondary school students going to Uni to 10,000, because that's all the govt could afford to fund!!! Previously, whereas one would opt to study Humanities and go to Uni, they made Maths and Sciences compulsory for every student, because they knew those subjects would prove a stumbling block for many. In fact in 1989, less than 10,000 attained the mandatory B- average, they had to lower the entry grade to a C+. In fact they wanted You to shut down the local universities, so that Kenyan students would be educated in the UK, but Moi refused. They didn't want Kenyan students out of the kindness of their hearts, they wanted to control his many Kenyans went to university*. *and* to indoctrinate them. Also, foreign students are a huge source of money, they bring money into the country for food and accommodation, and they do menial jobs!!! Thank goodness the Vice Chancellors and Moi refused. Moi didn't refuse out of the kindness of his heart, he did it because he didn't want to have to deal with wajuajis. The sad but is, many bright students who could have studied Law or any other humanity subject, scored C average (because of difficulty with STEM subjects) and never got to go to higher education and lost hope.

Very true about SAPs. My sister lost her job as a bank teller through SAPs and her life turned for the worst. She is now living in abject poverty and she never recovered from the ravages of these SAPs. We are many of us working poor as well
