​@@godofchristmas9611Yes-ish, in 2 did have it where mutants were eligible to become citizens and even a NCR ranger super mutant named Gond but the devs officially saying it’s a Law (along with gender, ethnicity, sexuality, or religious belief) is from NV’s Official Game Guide.

I mean despite not being in the game, Marcus has been kicking around since fallout 1 and he's still in good shape during NV (pretty sure some of the nightkin of his camp are also FO1 veterans too). And like you said New Vegas is far more of a fallout 3 than the actual fallout 3 is, as far as sequels go.

Fallout is the perfect franchise for having weird and unique creatures, mutations, and people in very specific locations, but they dont do it as often as id like, moments like going to vault 22 and seeing the spore carriers for the first time, and learning they dont exist ANYWHERE else in the wasteland, it makes that specific location so special and unique

I think he should have been a quest, and there would be two ways to end it. Way 1. He's a mutie from the town who wants to do more than just sit around, so he was wondering if the courier could convince the rangers. Whether you use survival, barter, or NCR rep to convince them is up to you. Way 2. The courier suggests become a gun runner one man caravan, thus supplying more guns for the common man across the Mojave at breakneck speeds and a modest price ya just can't beat. His locations would vary between gun runners hq, Good springs, 188 trading post, Primm at the NCR camp, Novac, and nellis air force base.

I think it would have been a cool callback because one of the first ever NCR rangers shown was a super mutant. You can find him in Fallout 2 and he’s part of the crew that tells you to kill the slavers outside of Shady Sands. I don’t remember his name or anything but I know the other Rangers tell you not to mess with him and that he is a respected and important part of their crew.

Would've been hard without changing how the NCR is dealing with Jacobstown, ideally Chauncey could have played into a branching arc of either outing the guy trying to bait the mutants into attacking or lost his faith in his fellow NCR ranks to join Marcus's settlement

Think the reason for th cut was because of a too early addition to the player race choices could have, like being a ghoul or super mutant. He was suppose to greet the player in kindness and having a random super mutant in an off location can make it feel inorganic. I love em tho

Considering his model is completed I’m going to assume that he was attached to a quest that was cut. Only thing I could think of because otherwise it takes more forever to get rid of them and that area doesn’t have a ton of assets so it’s not one of the sites where they had to start cutting corners

Assuming that the thugs sent to Harrass jacobstown were backed by the ncr, having an ncr super mutant so close to jacobstown would clash with that whole interaction. That's my guess as to why they opted to remove him.

I think it adds so much to the conceptnof the NCR as the successor of the US to see what is effectively a minority group integrated into the armed forces keeping order in the region while still also seeing that minority group persecuted by the same government. It leaves the player with enough agency to decide if this is just an uncomfortable step on the road to progress, or if the NCR simply uses it's citizens like resources and doesn't care enough to actually protect them.

I think they made the right choice. I think it would be hard for the overwhelming majority of NCR troops and citizens to accept a Super Mutant within their society, given the relatively recent history of Super Mutants terrorizing the West Coast under The Master, nevermind join their military. Also, although there ARE non-hostile Super Mutants, they still aren't very intelligent, specificaly BECAUSE of the FEV virus' side effects. They are often only able to form simple sentences, with the exception of the Victor in Fallout 4, who's arguably a unique case, due to his mutation being from an experimental strain of FEV exclusive to The Institute. It would have made more sense to see a Super Mutant within the ranks of Caesar's Legion, who's illiterate and war-based society would not only be easier for a super mutant to assimilate into, but also more likely to accept a super mutant, if for no other reason that raw physical prowess.

It wasn't the NCR as a whole though, it was one senator who wanted to use the incident as proof of "tackling the Super Mutant Menace" due to Jacobstown being near a location where actually hostile Super Mutants were causing trouble. Jacobstown was the easy target for free press.

I was gonna say that I think this would conflict with the Jacobstown quest because of the mercs that you have to deal with in that quest line but then I realized even though Marcus suggested that they were NCR there really is no proof of that. Would be interesting if after you completed that quest you could actually go and get confirmation from this super mutant that it wasn’t the NCR. Just a little nod to it you know?

More specifically, what would he have thought about NCR officials hiring mercenaries to harass Jacobstown to coerce the mutants into attacking, giving the NCR a reason to attack Jacobstown? Would he have turned on his own super mutant kind for the NCR? Would he have stood up to the NCR to protect the mutants? Would he even know of the situation at all? That’s what I want to know.

Giving Super Mutants more of an impact on the wider world is always interesting. They’re people too, and functionally immortal like the ghouls, with some of the first gens being much more intelligent than normal humans. It doesn’t make sense for them to just be cannon fodder, they’re too smart for that. Tho to be fair, I don’t think the east coast has managed to create super mutants as smart as the west coast first gens aside from that one institute scientist but meh
