Because as stupid as it may seem, legally speaking it wasn't murder. Murder is defined as the killing of another human being "with intent [and] malice aforethought (prior intention to kill the particular victim or anyone who gets in the way)" (legal dictionary). Neither of these criteria were fulfilled. What he did was probably closer to involuntary manslaughter. Here in Germany for example, you get max 5 years prison for that, a quick google search showed that in the US (federal court) you can get up to 8 years.

I grew up with Samantha Wolford, from pre-school to Junior High. My best friend dated her during those years. She was fairly normal and nice, as much as one could be growing up in a low income, drug ridden town in the middle of nowhere. I remember pretty vividly, when they were dating, going to her house all the time with my buddy and us playing Kingdom Hearts all the time. She moved to another town around like 2005-2007.
