Yeah if I remember right, it was some nuclear type of stuff in the sewers and the turtles got introduced to it along with Splinter. Since rats are smart and Splinter was aware, he started to train the turtles after himself learning all his moves from watching his master. I think the slug was from the experiments going down under Shredders watch, so it might be Shredders fault that the turtles exist. Might be wrong though on some things here lol
