The Commander trying to skirt the blame onto the Strategist is one of the most arrogant things a dalek commander has ever done. Just take the L, man. The Strategist is taking his L with such grace. At this point in the story, the audience knows very well how much the Strategist hates the Commander, and here he is in his last ditch attempt to get the Commander to work with him, because the Strategist is just that: a Strategist. He sees the ship falling apart and knows that their chances are better as a united bridge, despite personal grudges. The Strategist just can’t talk sense into the Commander. Honestly, the Dalek Prime Strategist is my favorite Dalek ever written, with the Dalek Time Controller a close second. His character is just so developed, especially for a Dalek. A lot of the Timelord Victorious Daleks had individuality we’d very rarely seen apart from Emperors, Supremes, the Prime Minister, the Cult of Skaro, the Dalek Time Controller, and the Dalek Time Strategist, but the Prime Strategist had this character development and an arc and a backstory that was just so compelling. I’d love to see more of Dalek characters and Dalek-centric stories like the Prime Strategist in Doctor Who media, but I fear that most casual Doctor Who fans would be bored by it.

@@ayedunno3255 Yeah it survived the destruction of the Time Squad's saucer and went drifting through the Time Vortex for a bit. Eventually it foresaw the Last Great Time War and escaped back to Skaro via an emergency temporal shift fuelled by Kotturuh crystals within its casing that it acquired when the Time Squad was in the Dark Times during ‘All Flesh is Grass’. The Prime Strategist decides that, based on the Dalek Emperor's failures during the TLV stories, it may need to be killed off and contemplates taking its place to lead the Daleks in the Time War. This is all from the short story ‘Exit Strategy’, in the booklet packaged with the Eaglemoss figurines of the Dalek Executioner and Prime Strategist.

fun thing is: according to supplemental info, the dalek executioner(s) are the daleks that piloted the special weapons casings but repurposed in new armors. so not only is the dalek executioner developed as its own character but it also informs us of how the special weapons daleks wouldve developed
