Id argue that if it acts like a dog, looks like a dog, and barks like a dog, it is a dog, with no regard to wether the lawyer says it's a cat. Informal Relations are just as valuable as formal relations, and the fact that it maintains membership in 39 intergovernmental international organizations or affiliated institutions to such, aswell as being a observer in 25 more is evidence enough in my books.
