They've been approaching it through other ways like removing armour from bin loot, introducing Assault bins which always have guns in them, and then removing lootable armour from the game entirely in favor of a persistent level up system.

This change alone would have kept me playing the game consistently back when I grinded Apex. Not sure why it took so long to implement. They should also consider having everyone drop in with a P2020 and a stack of light ammo to start out with, because there is no worse game experience than dropping in and dying before getting a chance to fire back.
