To be fair, he has been in and out of modern life more then Steve since he was constantly pulled out of ice through different decades. Not to mention the two years he spent free from Hydra after it fell. From what I could see from Bucky here vs Steve when he was first pulled out of ice, is that Bucky a bit more of a modern mindset then Steve did. He even seemed to navigate technology better (the touch screen pad he used to control that chick's car).
