Traditonally that would be more of a head for the 28C or 30C but this handle might fit as well

Would you normally use a steel or barrel wedge to hold in the wood wedge?

I don't like either, I prefer to use a tapered wooden dowel wedge or to just make a wooden cross wedge. But, if you have the right size handle and wedge for your axe you really shouldn't need anything else, the second wedge is more for just looks at that point.
