Would lettow-vorbeck even have been capable of running that entire swath? Like, he was a soldier and while he was a good guerilla fighter I grant, he didn't exactly have a background in economics or political administration. At least the IRL colonies were split into much smaller units that were usually run by politician and bureaucrats
