Not a ship or "pairing." I think it's more like they're both dark parallels of each other; The Ghoul is from the world before and Lucy is from the world *AFTER* the fallout. Ghoul has basically killed every last bit of his humanity to survive and he's no longer the man he once was. Hence that quote he says to Lucy.
