The difference in democracy and dictatorship/monarchy is how long the political generations are. It's easy to get "46" generations deep when you have neither an omnipotent dictator at the head, nor a political generation spanning longer than 8 years effective. Come talk to me when you have 46 and they've all reigned from 20 to 40ish instead of 4 to 8ish.
