CAG India: CAG is authority established under Article 148 of our constitution. Which is important mechanism to ensure financial accountability of Executive. Role of CAG: - it audits all receipt and expenditure of govt of India, state govt and any functionary which is substantially funded by govt. - It checks wether each rupee in the economy has utilised for right purpose - It judges rationale and wisdom of govt policies hence govt has to take care of it while making pilicies -it holds executive accountable by checking any wrongful spending and taxes In these way it works as agent of parliment to keep executive accountable financially. But its work is like post-mortem and there is no precautionary measures and also CAG has no powers to punish or to take corrective action. So it is criticised that it is merely a auditing institution. Conclusion: Though it lacks certain powers it is very important functionary in Indian constitution.in Dr B R Ambedkars words CAG is most important constitutional machinery even more than judiciary. Because it take care of financial accountability of Executive and is not merely a auditor.

It derives it audit mandate from ch-5 under the article 148-151 of the constitution. Role of the CAG: + CAG is responsible for ensuring financial accountability of the executive to the parliament. + It holds mandatory task to audit all the receipts of the central and state governments. + He has the power to question the rationale and wisdom behind the government policies. + He can take up the task of carrying out propriety audit.{ wrongful spending on the part of the govt.} + CAG also acts as a guide, philosopher of the public accounts committee of the parliament. + CAG also assists the PAC by preparing a list of the most urgent matters which deserve the attention of the parliament. + Any institution which is funded by the government comes under the ambit of CAG. + CAG successfully audited the UN headquarters which involved complex operations; it shows the credibility of the Indian CAG. + Also in 2017, CAG of India hosted the commonwealth auditors general conference { capacity development in public audit} According to Dr. BR Ambedkar, “CAG is not merely an auditor and he is the most important functionary in the constitution even more than the judiciary itself. Due to its vast reach in areas of auditing multiple institutions at a single time, the CAG is more than just a mere auditor of accounts.

It is an authority, established by Article 148 of the constitution of India, which audits all the receipts and expenditures of the government of India and the state governments, including those of bodies and authorities substantially financed by government. Appointed by the President of India and can be removed from office by the Judge of the supreme Court. The person appointed to this office should take an oath before the President of India or the nominated person from the president office. The salary, service conditions, allowances, leaves of absence, pension and age age of the retirement are determined b the parliament of India and specified in the second schedule of the indian constitution. CAG also performing propriety audit for the government of India. CAG has power of financial implications into Government of India policies which are wrongfully spending and illegal exercise. CAG has raise the questions on rational and wisdom of the governments policies. CAG got all the expenses and salary drawn upon consolidation fund of India. Dr. B. R. Ambedkar mentioned that CAG is the most important constitutional functionary and even more than the judiciary. It is not merely auditor.

Sir, Please come up with a complete analysis on data monetization. Because, As I see it the negatives outweigh the positives. When such a powerful input like data goes into the hands of corporates, Can't imagine what can happen. For ex: If I search for a 2bhk house with an intention to buy. I repeatedly get calls to my number regarding home loans which is unsual. ( Data is sold) Even if we have such stringent data protection laws, the very essence of the laws will be lost. Because crucial information like medical condition will be an asset and huge setback for people. They can exploit by reducing supply encouraging black market or simply openly increase the prices.
