REGIONAL COMPREHENSIVE ECONOMIC PARTNERSHIP ( RCEP):- IN 2012 in Combodia the ASEAN summit held where negotiation have been going on to establish a FTA (free trade area) to create a common market & for this it needs to reduce 2 barriers tariff (taxes, import duties & custom) & non tariff ( lack of infrastructure, connectivity & immigrants laws), if they succeed it will create world's largest ECONOMIC BLOCK. RCEP comprises 16 members (10 ASEAN countries from South East Asian region , 6 from indo Pacific region).combine RCEP total population is 3.5 billion & GDP already crossed 40 trillion dollars. Every negotiation involves GIVE& TAKE if India joins, it will be win- win situation, India will achieve its Geo political & strategic objective. But every gift demands return gift , in return India has to compromise some aspects of it's Economic interest, Reason why India not willing to join it:- 1) India is concern about its industrial sector, RCEP members can flood Indian market with cheap goods. As India has experienced under INDIA ASEAN FTA where coffee and coconut industry got a major hit due to cheaper imports from South East Asian countries 2) developed countries such as Australia and Japan insisting a strict enforcement of intellectual property laws ,, and for India as being a global hub for generic drugs,it will be difficult to do so 3) developed countries expecting very high level of hygiene and sanitation,, for a developing country like India it's difficult to match this level. 4) RCEP members might give unfair market access to the Indian service sector 5) India's final concern is that India wants the developed countries to relax it's immigration laws, so Indian professionals can have access there, but they hegitating to do so due the fear of flooding of Indian immigrants there. Due to these concerns India is hegitating to join RCEP despite its Geo political & strategical significance.

Please kindly review: Q-1 The Regional comprehensive economic partnership (RCEP) is a FTA agreement between ASEAN and 6 countries of the indo- Pacific region. It provides a platform for India to transform its trading relations in the indo-Pacific region because it ensures a common market and a level playing field for the member country. Potentiality of the RCEP deal: + remove both tariff/non-tariff barriers. + promote goods and services alongside with investments and people to people interaction. + set to become world’s largest economic powerhouse. + it will help India in achieving political and strategic interests in the indo-Pacific region. But, the RCEP also brings along with it the element of ‘give and take which can affect India’s economic interest and there is a high chance of clashes between trade unions and the government. Challenges for India: + IIP and PMI(52.1 in June)datas reveals weak manufacturing base in India. + it could straightaway flood cheap imports from China and ASEAN countries. +It will further widen India’s trade deficit with China, Japan, South Korea which are a manufacturing giants in the region. + Demand of strict enforcement of IP Laws, hygiene and sanitary standard. + there is a chance of due disadvantage tothe service sector of India which can affect the volume of India’s forex reserves. + It could affect the agriculture sector in general and well beings of farmers in particular. Indian industries already has experienced a major hit in the coconut and coffee sector when it signed a similar FTA with the ASEAN countries. India should refrain from joining the RCEP deal at the current stage because clearly India gets less advantage of this deal, but it should join in the near future in order to achieve its long term interest of a $5 trillion economy.

This FTA involves economically very strong countries hence there can not be a level playing field. We know for a fact that largely Indian goods are not able to compete with international standards and often needs protection in the form of tarrifs from the government. In such a situation it may prove fatal for Indian economy especially the manufacturing sector. Even countries like USA need to resort to tarrif tactics in order to protect their interest so trade surplus and complete market access can play havoc in the Indian economy.

Hi Byju's IAS...first of all...I would like to Thank you people for doing Comprehensive Analysis of "The Hindu" everyday. I have a doubt. I read "The Hindu" Vijayawada Edition daily. Most of the days, 2-3 topics you discuss won't be present in my edition. Even today, Topics:3,4,5 were not found in Vijayawada Edition. Will that be a problem in long run during the preparation, as you say Questions might be asked in Prelims from those topics?

Please kindly review Q-2 The Assam agitation of 1979-85 took a violent turn and led to the creation of the ULFA( united liberation front of Assam).ULFA as an organisation demands for an independent state of Assam from the central government. With violent clashes and turbulence in the state, government has already banned the organisation under the UAPA act, 1967. The imposition of AFSPA legislation in the state led to various killings of members of the ULFA. The organisation is fuelled with the support of Pakistan and China. It also managed to get support from various outfits such as the NSCN(K), NDFB etc. The organisation suffered a loss in a major counter-insurgency operation by Indian security forces in Bhutan under the operation “All clear”.India further managed to bring down the outfit with the help from Bangladesh which handed over the leader of the outfit to India. The central government has succeeded by taking up the cease fire agreement with the ULFA. The leader of the outfit demands for rehabilitation of the Members who were killed in the insurgency operation. The demands of the organisation is not met till date and it has managed to develop a different element of previous ULFA under the name of “United liberation front of Assam- Independent.” The government should deal with this issue cautiously because the state of Assam can face a dual challenge of violence from the NRC and ULFA-I

Ans of question 2) -The United Liberation Front of Assam (ULFA) is a militant outfit operating in the Indian state of Assam.It seeks to establish an independent state of Assam with an armed struggle in the Assam conflict. -The Government of India banned the organisation in 1990 citing it as a terrorist organisation -currently Indian government had talk with banned ULFA. With an aim of finding a solution to Asam's three decade insurancy problem -they have discussed the 'charter of demands ' which sought amendment in the constitution for finding meaningful ways to protect the rights of people of Assam .

Ans of questions 1) -Countries in RCEP want tariffs eliminated for nearly 10 % of the traded products to gain enhanced market access in goods. The reason behind this lies in the export-oriented nature of these countries and the prospect of a huge market in China and India. Within that, India has become a particularly attractive market with its transparent external sector policies than China. CHALLENGES -Competition - India has a massive trade deficit with China and hence lowering or eliminating import duties may flood the Indian markets with Chinese goods. Flexible Tariff - WTO allows increase in actual applied tariffs on particular products as long as they remain its bound rates. India’s applied tariffs were usually lower than the bounded tariffs for most products, hence it effects tariff hikes within WTO rules. Such flexibilities are allowed in any of the free trade agreements (FTAs), like the RCEP. Concerns on the lines of FTA - India concluded negotiations on three FTAs, with ASEAN, Japan and Korea a decade back. However, India’s agriculture and manufacturing sectors are not in a position to compete against their counterparts from the FTA-partner countries. As a result, India has faced an ever-increasing trade imbalance, with the deficit stood at just over $31 billion in 2017-18.

ULFA: assam agitation North eastern part of India faces problem of secessionist movement, seperatist movement and issue of illegal migrants. Assam is state which is in turbulence due to these issues. ULFA is driver of all activities in Assam which is considered as terrorist outfit by Indian govt. ULFA Origin and rise : - during liberation of bangladesh in 1970, large no of refugees and illegal migrant came to India and because of this situation demography of Assam gets affected and ethnic tensions emerged between Native Tribal groups and Illegal migrants. Youths from Assam formed organisation named United liberation front of Assam with aim to form independent Assam. And insurgent groups started their operations & became active. Assam movement of 1970s became violent during 1979-1984 with emergence of ULFA. It get support from neighbouring countries like china, pakistan. As it started operating from Bangladesh with support of ISI and its sympathisers and fron Myanmar also getting all sort of help from china. It also started operations from bhutan also. With this external help it reached at its peak during 1979-1984. ->Govt Initiatives and its decline: - govt take various initiatives for peace-talks like assam accord and more recently in 2011 talk with ULFA pro-talk faction led by Arbinda Rajkhowa. - this is showing positive outcomes but still have to wait for NRC to be completed -govt has accepted most of the demands and is proceeding towards long-term peace. -now pro-talk ULFA is demanding rehabilitation of its cader showing decline of its violent activities and interested in peaceful methods for conflict resolution Challenges: ULFA led by Rajesh Barua is against talk and is uniting all anti-govt forces from north east like NSCN(k). And is negating all efforts of the govt. External states r supporting this groups against India by financing and providing weapons to them Till now pro-talk group is not ready to give arms to govt. Conclusion: If this issue gets solved successfully then it could prove to be guiding process to all other similar issues.
