Cybernomads and the moonbase "telosian" cybermen do actually look like a perfect fusion of both characteristics, they both lost a lot of bulk but gained some humanity and strength all the same.

I don’t think so no? Edit: Ah I see what you mean! During Supremacy of the Cybermen the Fifth Doctor landed on Skaro and expected to see Daleks, but instead found Cybermen so was confused.
