The entire history of Gotham in the DC universe has always been about it being a place where apathy and corruption is the SOP for the government and especially the Police force. He will just be another victim of a mugging gone wrong. And even if someone digs deeper than that they will see he has no next of kin, home, or money, so he will just end up in potter's field.
