Based on their banter in the beginning, it was recorded in September, some time after the movie came out I think they're just used to a twoish-month-long conveyor belt where grumps record a bunch of episodes and editors work on those to make them into the grumps format and then the completed episodes are held until an appropriate timeslot

That's not called Overscan, Arin. Overscan just refers to the portion of a CRT normally covered by the TV's bezel. The glitching is just the game devs using that area of the screen for managing assets with the expectation of the TV's bezel covering it up. Emulators let you emulate the effect of a portion of the screen being blocked by a bezel, and often name the setting Overscan or similar.
