Indra inherited eyes from Hagoromo and Ashura inherited the body. Hyuga-clan inherited eyes from Hamura, so it would be logical that another clan of his lineage inherited the body.

That's not true, the Byakugan was inherited through Hagoromo. He had Byakugan as his normal eyes. It makes sense. The same reason why the Hyuga clan exists. Hamura didn't have kids in Earth, Hagoromo already had Byakugan as his normal eyes so it activated later in the Otsutsuki clan with most of them having human eyes. The same thing happened with the Kaguya clan and it just activated and these traits probably caused them to see themselves as different and make clans and fight each other.
