In the early 2000s cartoon of TMNT, the reason Casey says “goongala” is because he couldn’t say “Goro Goro Sama”, which was something Mickey thought be a cool thing to shout in a fight. It’s presented as a joke at first, but he eventually owns it and makes it his catch phrase.

Counterpoint to Ben's idea that some of the Foot would still follow Joker because "Shredder's terrifying, but this guy's worse, he's crazy": Consider that the Shredder is strong enough and skilled enough to fight Batman to a draw.
