A big part of the reason why power levels stopped getting tracked is because of why they were introduced to begin with. In the Saiyan Saga when Power Levels are first introduced, it's by Raditz who is using a scouter to track Power Levels of those around him to determine how big of a threat they are. He ultimately ends up dying due to being overconfident, because he believed a key point of Freeza's propaganda around Power Levels: Those with higher power levels always win against those with lower power levels. Goku and Piccolo end up teaming up to fight Raditz. Despite both of them individually being weaker than Raditz in regards to sheer power level Raditz is shown to still have his tail weakness and the two are able to suppress their ki and focus it into particular attacks, catching Raditz off guard. Ultimately due to his overconfidence in his sheer power alone, later stated by Vegeta to be what got him killed, Goku is able to surprise Raditz by grabbing him in a full nelson instead of going for the tail like he expected and holds him in place so Piccolo can finish him off. However, it's also feasible that Raditz could have been defeated in other ways given more time to prepare. Goku and Piccolo were forced to work with his sudden appearance and having little knowledge about him. Nappa loses for the same reason; overconfidence in his power level alone, although his cause of death is actually Vegeta betraying him. Vegeta has precedent to look back on, so despite being cocky he's more careful about relying on sheer power alone and ultimately only resorts to his Oozaru form after he's completely convinced his regular power won't be enough. He manages to survive the fight in the end, which leads into how Power Level is used in the Namek Saga. A noteworthy set of quotes from the Saiyan Saga are from Goku and Vegeta. Goku says power isn't everything, later backed up by Vegeta pointing out Raditz lost because he got overconfident in himself from his power level alone. Later, Goku points out that even an outcast/low class warrior can surpass an elite if he trains hard enough. This all ties into the general theme of power levels being introduced as a blindfold over the eyes of those who rely on tracking them too much instead of focusing on other aspect that matter just as much such as personal weaknesses, personal skill, and effective team work. There's a number of times Power Levels are specifically discussed during the events on Namek. Some of the earlier ones are Vegeta specifically talking about what he's learned from his experiences on Earth. He now knows better than to get cocky over a high power level alone and instead focuses on boosting his odds of victory through a combination of mind games and growing his maximum power over time through combat. He has learned the truth about the fact that power levels aren't static unchanging numbers, which he uses to kill the overconfident Cui who believes himself to be Vegeta's equal. Dodoria dies for the same reason, refusing to believe it possible that Vegeta has surpassed him and engaging him in combat. Dodoria does realize the truth too late and futilely begs for mercy. Zarbon proceeds to learn the truth as well, but catches Vegeta off guard due to him not knowing Zarbon can transform. However, Zarbon in his second encounter with Vegeta makes the same mistake again of not realizing Vegeta is growing stronger and underestimates him, resulting in a repeat of Dodoria. The biggest thing to happen regarding power levels however is the entirety of Goku vs Freeza. Goku performs far better than anyone else against Freeza, in part because of enhancing his battle power to compete against Freeza's terrifyingly high power level, but also in part because he's a genuine martial arts master who knows what he's doing in a fight while Freeza is a bully who's never trained a day in his life and always won through sheer power alone up to this point. Because of this, by the time Goku is fighting Freeza in his Super Saiyan form and Freeza has reached full power, the power gap between them isn't actually all that big with Goku's advantage being relatively small in this regard alone. Freeza should hypothetically be able to perform better than he did in the fight, but he gets beaten badly instead because his skill is simply no match for Goku's and he has completely lost his power advantage. Even worse for him, he's increasingly blinded by anxiety and rage while Goku manages to more or less keep himself calm despite the righteous fury of the Super Saiyan form coursing through him, another sign of his martial arts mastery. After this, there's no longer any need to keep track of exact power levels because they've already served their purpose narratively. Generally, the events on Namek serve to further reinforce the purpose of why Power Levels were introduced in the Saiyan Saga; it's a reaffirmation that what we learned about Power Level in those events weren't just a fluke and are still true even in extreme circumstances. Power Level is important, but it's a deadly mistake to think of it as the only thing that matters. Those with a high power level can lose to those with a lower power level such as with Raditz, and other factors can play into just how big of a gap there is between fighters such as skill, mental state, personal weaknesses, effective teamwork, etc. There's also a number of examples of non-ki based sources of damage such as technological (especially explosive) sources of damage (Even bullets can still bruise Goku the same as they always have despite how much stronger he's grown) and also magic. Magic and Technology are both shown to ignore Power Level on numerous occasions, with a few noteworthy instances in particular being when 16 states that no matter how strong someone is they wouldn't survive his self destruct explosion and more recently Cell Max's explosion being stated to have been capable of killing even the recent Gohan and Piccolo had they got caught up in it despite the explosion itself being far weaker than planetary and both individuals being universal in power level at this point. In short: Power Levels were introduced to reinforce the message that you shouldn't get overconfident just because you are strong and to always keep your limits and weaknesses in mind. Anyone in the series who believes themselves to simply have a power level too high for them to lose has always ended up paying dearly for it later.

It's really not that deep. Scouters (and by extension an accurate measurement of power levels) were trashed early on because earthlings can suppress their power levels which defeats their purpose.

So Paragus is pretty strong, like, top 10 Saiyan's, just below the king and the prince. Although, the system is pretty weird overall, calling 99% of the sayans just low class, it even defeats the purpose of having a class system, it's just everyone and them those top 10 really strong guys.

@@m4z391 the biggest exception is the end of the saiyan saga where Vegeta gets taken out by a bunch of guys who are at least normally weaker than him, because they gang up on him. Goku spikes his power higher, but only long enough for one blast, and its not enough of a gap to just oneshot him. Same thing kinda happens in the Raditz fight actually, where they overcome the difference by concentrating power at one point for a single attack.

The number becomes really crazy between 2nd form and final form freeza it just doesn't make sense at all. I think they added 1 zero too much. Lets say Freeza's power power level doubles everytime he transform, his final form 50% should be around 6 million instead of 60 million, 100% should be 12 million, and SSJ Goku about 15 million instead of 150 milion.

Not true regarding the original series. Although it uses different units, Babidi measures power level/battle power with an energy meter. It measured Yakon's power level at 800 kili and Goku's at 3000 kili. V-Jump said that 1 killi equals 50,000 power level. So Goku was clearly suppressed, but it was still a power level reading.
