well for the first detail on the steam page it literally says that Naughty Dog ported some assets over from the last of us 2 so it would make sense why the guy was there, so it could be like you said a reference or just asset re-using

Little of both is my bet, since even if it is a case of a reused asset, it's a smart one. Being a resident of Jackson, it makes perfect sense for Seth to appear at the dam.

The dam is what powers Jackson so of course he would be there.
