I'm expecting it to be Sam, but I'd rather it be Bucky, because Sam already has that badass Falcon getup. Although, it would probably be difficult to justify passing the mantle to Bucky, given his past as The Winter Soldier. Yeah, it wasn't his fault, but, the government isn't likely to care.
