I have always tried to understand the bit when they sing: "Someone once lied to us Now we're not so blind For we knew he would do what he's done And we know that he'll never be one of us He is not one of us" I have always assumed they're referring to Scar murdering his brother but surely if that was the case, they would've stopped the tragedy? Right.....?

I think the he here is referring to Kovu. They never trusted him because of what Scar had done. Scar lied, and they were shocked. When Simba is attacked, they are not as surprised cause Kovu is like Scar they think.
