When a horse throws his head up and finds it difficult to relax it is most likely an indicator that there is a lot of discomfort in this area. Since you are bringing your horse's attention to it, he might be overwhelmed and find that the contact is too much.
First of all, make sure you soften both your hands, the one on the halter and the one on the neck. Usually, when the horse pulls away, our first impulse is to pull back. Instead, yield with your asking hand slightly just enough so that he stops pulling, then ask again gently. If you give the horse nothing to resist against, he'll usually stop resisting.
You can ask him to keep his head in the general area until he relaxes, but when he stops fussing, you must immediately soften your hand before asking again. By doing this you'll find
yourself giving the horse a little room to resist and then relax while keeping his nose "in the neighborhood"
When the horse pulls his head away, it's almost always for a good reason, usually because of pain or tension in the poll. By softening, you're giving him a chance to release the tension.
Watch Jim's video to see the additional tip of getting ahead of the horse if we see that he's going to pull his head up.
