I take your point, but prisoners dilemma doesnt work one to one because players can communicate with each other

It's not a precise science but it's the same idea, everyone knows someone has to be stopped but keeps playing their own game, hoping someone else will do it for them.

Leto slows down Ilban, but when using hidden picks Ilban get a huge boost since Leto might not even be in the game. Without hidden pick whenever a player picks Ilban another player goes Leto just to block mentat. And Leto is picked when Baron or Tessia is in the game since Leto is good when other players goes quicky up the fraction tracks.

Yeah, while he's an obvious counter he might not be there, hence me trying to suggest a few leaders. Problem is they can get bogged down fighting for Mentat.
