To be clear, Sony wasn't region-locking the game intentionally, they definitely want the whole planet on PSN if possible. The problem was a PSN account was impossible to create in certain countries for reasons mostly outside Sony's control, making their PSN requirement poorly thought out more than anything. Steam then independently decided to block sales of the game in those regions to protect consumers from buying something they couldn't play (common Valve W).

Accessing the psn network is essentailly the same as accessing a website and logging into it. very few countries if any have PSN banned as an act of goverment. Sony set which countires acn and cannot have a PSN network login, this is 100% SONYs decision not to allow every country access. multipul baltic countries lost access to PSN when Sony banned Russia from psn. Then did nothing to change thier region login so the countries THEY made log in under Russia while not being Russia could access psn to continue playing. Estonia Belarus and a bunch more baltic countries dont have access because of something 100% in SONYs control that they havnt bothered to fix.

Pulling the sales in those regions was Steam's decision, not Sony, and it was a major contributing factor to the pushback and win, as well as Steam's decision to relax its usual 2 hour limit on refunds. Sony were happy to sell the game to people who would not be able to play it in a few days, Steam felt this was unethical.
