Don't know if you discovered it yet, but basically, you're gonna place the decoration where you want it to be, go into storage and find a large building that covers the entire area you want to put water on, hove over the space with the building and cancel it. Then go back, choose the water block and now you'll be able to place it under the decoration

It’s such a bummer when it does that.. sorry man.. So I’d recommend logging in and out of the game to see if that fixes it then if not delete the game and reinstall it then if that doesn’t work then I’d advise logging in on another device. Sorry that it’s happening to you :(
