I knew this GW staff member back in the 90s that had the cheesiest Necromunda gang imaginable. It was basically a Scavvie gang (mutated humans) where he had nothing but the leader, a ton of basic boys armed with the cheapest weapons (virtually Juve level characters armed with rubbish like muskets and blunderbusses), and a Plague Zombie meatshield he bought each game for credits. No Scalies, and no special mutations like wings or extra heads. His starting gang was like 40-50 models supplemented with god knows how many zombies, yet had a lower rating than other starting gangs which had 10-12 models. So not only could he swarm other gangs without them really being anle to do much damage to him, but being the underdog ratingswise gave him advantages in the various scenarios and extra credits afterwards (I think). Mordheimn had it's problems, but at least they set limits on how large a warband could be...

We ran into this exact build issue with Mordheim! I had witch hunters and did absolutely garbage and my mate's skaven slinged everyone to death we took the multiple shots off slings in the end but my gang was too badly mauled by our finale game to contribute much
