Its because in what ever role he plays, he talks in that accent for everything. He is oringinally british/welsh or somewhere in that area but he said in an interview that whatever accents he takes one in a movie he talks in that accent while promoting that movie...So if his character is american, he speaks an american accent etc...I think that's why many people are confused as to why he has an accent or not...
