No their not. Dark Troopers, Terror Troopers, Purge Troopers, and Emperors Hands that are the most feared. If you count enemies fearing Imperial units, you can also count Storm Commandos, and possibly NAVY Commandos.

Anything bad that happens in Rebel space, if they can't find the reason, they blame it on Storm Commandos. Having restricted information made Rebels fear Purge Troopers would show up and cleanse them. Dark Trooper were only shown skippable by people like Kartan and Clone X1. Emperors Hands are feared by everyone for various reasons.

Why be afraid of them if they’re on your side, especially if you’re not likely to even be on the same planet as one in your whole life? To the point that Blue Snail made, they may be fearsome, but most have little reason to fear them. And Emperor’s hands? Again, they’re a rather incognito organization. Obviously, you can expect that the Emperor is going to send agents after you if you piss him off in a personal sense. But if you have a reason to be afraid of the Emperor’s retribution, you probably are worried about the far more present and visible threat that is more likely to be the source of your downfall; the Imperial Security Burea. The ISB are everywhere, all the time, and always listening. (Or at least that’s what they’d have you believe.) If you step out of line, slip up, have doubts, etc. the ISB will find out, they will come for you, and they will torture you until you spill all your secrets. Nobody is safe from them, not even fellow imperials. Everyone knows about them, everyone has a reason to fear them, and nobody wants them to notice them. That is why they are feared.
