Because the character was not created until Sesame Street. The puppet that would eventually be used for Cookie Monster was first built in 1966 for a General Foods commercial that wasn't released. Henson decided to reuse the monster for one of his short films for IBM. He liked that sketch so much that he recreated it here. He later redesigned the monster puppet without teeth and with blue fur. That puppet was another background monster Muppet used on Sesame Street before eventually becoming Cookie Monster.
