The other situation I've seen where this can be helpful is a female soldier who is pregnant and wont be able to attend that PME school until after the baby is born, maternity leave and after she has been able to recover and get back into shape. This way she is not held back because she wanted to start a family.

Stop! Promotions should be based on performance, time, and recommendations. If you are in sick bay or having a child, you service time should pause until you are serving once again. Notice I didn't say pregnancy or the woman. Both the parents should get typical maternity leave to tend to thier family. But during that time. Thier service records should pause. When I was serving. Multi unit individuals had kids back to back. They got promoted even though they spent half time actually in the unit. There is a big issue with promotions in all the branches. Office pogs reaching e5 in 4 years from matorious promotion, while on leave. I believe the units that use the selection process would pass over a candidate if they didn't have the battle experience.

i like this because it was up to the unit at the end of the day to send you it was not truly in the hands of the soldier under the old system but at the same time heavily was on the soldier so in reality high oct temp units or units lacking personnel would send them less often making it so where SB from other units keep there ranks while high speed low drag guys was getting the rod in the backside but saying it your fault for not going

Yep, lost my E5 because of not getting a BLC slot...on Ft Hood, literally 100 feet away from BLC. Then got counseled because they couldn't get the slot. It was treated as a disciplinary issue, despite it being entirely their fault.

I can remember when I updated my points , and had the most in the MOS going for E-5 and one of my friends was number 2 in the pots 5 behind me back in the 90's. We even made our e-6 at the same time not even 2 years later. With the pts I had going for e5, there were only 4 guys going for e6 with more than me. I waited 4 months for a slot, and we knew the pts always dropped in September then would max out the rest of the year. (the lingering effects of the draw down) So I finished PLDC right at the end of august and the pts dropped a few days later to what I had, the only one to get promoted in the MOS that year, again the draw down sucked for guys that joined in the late 80's and early 90's. Then Oct hit and 10 guys got promoted and Nov and until the next September the pts were maxed. (a few e-5 hit the 12 year time limit in service that year the 1st of what was going to become more common) back then you had to have the school to get promoted. Still going from 1 battalion of 16 (not counting the bridge platoons) platoons of engineers per division to one brigade with 3 battalions totaling 27 platoons in the early 90s got a ton of people promoted, but many new promotions resulted in pts being maxed for the next few years with few people getting promoted after 1992 or the pts stayed maxed from 1992 until 1999 or 2001 for e5 and e6 in the MOS. Really after 2000 you did not need well over 725 of 800 pts to make E-5 or over 750 to make E-6 in the combat engineers. Just before that E-5's and E-6's were being QMPed due to time limits. There were guys 5 years senior to me as e-5s and they watched me make my e-4 and end up outranking them and them leaving the service due to time running out to make e-6. Literally you lost an entire generation of NCO from them not making it and some units might have a promotion board twice a year during that time. I remember running a headquarters company operations and seeing who was5 or 6 or 8 years in rank and how many pts they had. I remember telling the 1sg, we have 25 e-5's and 7 e-6's that either get promoted this year or will have to leave the army due to time and that was 2002. Not one of them got promoted and that was about 10% of the 314 people allocated of the HQ and HHC.

I remember back in the day it was PLDC (changed to PLC). the units I was in required that to get E-5. There were plenty of slots. Everyone who wanted to go was sent. E-6 required BNOC and E-7 required ANOC. people sometimes got E-6 before attending BNOC If that happened they were sent soon after. But for E-7. If you did not have ANOC you would not get selected for E-7 (In fact back then you had to be selected for ANOC by your program manager). There did not seem to be an issue where people couldn't get to the courses. If anything there was a shortage of people to fill the slots. But then again I am an old timer I retired in '95

I remember those days. During the month of March 1979, as an airborne grunt Private First Class (grade E-3) I had the opportunity to watch a Spec 6 (REMF, Coscom) throw a hissy fit over a PFC (E-3) in his section, who basically laughed in his face while ignoring whatever instructions that E-6 was attempting to tell him. My Platoon Sergeant SFC (E-7) told us to watch for a few minutes before sending a Corporal (E-4) over to intervene. The corporal, interrupted the Spec 6, placed the PFC at parade rest and gave his a$$ a new opening while explaining military courtesy to the very repentful PFC (who had gone from parade rest to the front leaning rest position per orders of the corporal). When the Spec 6 recovered from shock, he then asked my Platoon Sergeant why the PFC obeyed the Corporal and not him. My Platoon Sergeant grinned and replied, "You kept screaming at him about your pay grade. The Private isn't dumb. He knows an NCO when he sees one. You're just an E-6, but my Corporal is an NCO. " To this day, I still chuckle about that. A retired NCO.

@@toussaintchivars9005 Back in the mid 70s I was in one of the last combat infantry units of the Vietnam era (75-6 Korean DMZ )where it was a mixed bag of soldiers too wild to have back in the states. We had a few spc in the battalion, mostly guys that just didn't want to be in charge or responsible for endangering others. The spc 6 we had in our company was a 35ish year old guy who didn't want to be asked anything, he just wanted to remain an infantry soldier without becoming anyone's leader. He was really a great soldier, but a man of few words of advise. A "mind your own business" kind of guy. He was the only guy with a "President's Hundred" patch and the only of us that carried an M-1A/M14. My platoon sgt was a SFC who had 2 years earlier been field promoted to Cpt. There were not many NCOs at all back in the mid 70s and some squads had as little as a sgt or spc-4 in charge of them. That transition time between War and Peace had many soldiers who would be instantly in trouble and arrested if they were stationed back stateside. We even had one CMH guy there in another company, and he was no one any would ever interact with, even the officers. He did whatever he wanted after PT and morning formation.

We have the same issue in the Canadian Armed Forces. For a Cpl can be promoted to Master Cpl (E-5) they must have the Junior Leadership Course (JLC), the member can be promoted as Acting Lacking and as soon as a slot is open up on the JLC they will be given priority status. The Same goes for Promotions to Sgt (E-6), Warrant Officer (E-7) and Master Warrant Officers (E-8). However for those promotions not only do the members require the Senior Leaders Courses, they are also required to attend advanced Trades Courses. For Promotions to Sgt and Warrant Officers this means attending Trade Qualification Level (QL) courses QL6A and QL6B to be qualified for promotion to those ranks. Again the members can be promoted as acting Lacking and then are given priority status on the course lists. Due to our schools being understaffed and over worked it may be a while for the member to get those qualifications, however those members who are promoted Acting Lacking or are on the Promotion List are not being punished and their promotions are not held up. Since when did it change from WLC to BLC? Regardless that course is cakewalk so I’m amazed that’s not a units priority to send their e4 (p) and up to that school. It’s practically a refresher in basic infantry squad movements, basic land nav and a PT test. WLC was a joke, during my land nav I was walking 500 meters the wrong way until I realized when another soldier asked me for help on his first point then I shot a back azimuth and still managed to find all 4 points and was the 3rd one to finish. Was worried I would finish as one of the last ones. As long as you know how to land navigate and pass your PT test, you cannot fail.

This is out there. Explicitly state that BLC is no longer required, by regulation, to pin E5, but then try to convince everyone that this isn't the case? The reg speaks for itself, doesn't matter how you interpret it. E4s with points and a board under their belts will promote and won't need BLC until looking at E6. That's stated clearly. "Relevant" is not the same as "Required" or "Mandatory".

You will still have CPLs. They would be the soldiers that have done the promotion board and completed BLC but don't have enough points to make E5 yet.

back in the "old days"...LOL...we were having no problem getting slots for troops at NCOES (for Infantry--combat support MOSs were a different issue as most of them had to go back to the AIT post for BNCOC and ANCOC). In 2011, we had the Signal NCOES send an MTT out to get our Signaleers through BLC...it mostly worked, but we noticed that we still had a residual cadre who just would not attend--I'll let you guess what their hesitation was (cough fat cough). When I was a young trooper in the 80s, pinning on NCO rank prior to NCOES was a no go. But...we seemed to have no problem getting slots for PNCOC and BNCOC (ALC and BLC for you youngsters).

PLDC, BNCOC, ANCOC, 1SG & SMA. Stuck E4 long time, then INARNG goes to big Army and says, we’re constipated on NCOs. Can’t get slots at FT. Harrison or Knox! How about we meet in the middle at Camp Atterbury? IMA pilot program. Open to all. ARNG, USAR, AFRES, etc. Works! My wife was Frocked 1SG in her S2 slot before getting her RN Degree and being Commissioned 2LT Nurse, starting all over. She went to El Passo for 1SG course. Then San Antonio for her OBC, Medical class, Y2K. Now pretty much all States run NCO Academies at their State or local training facilities open to all, staffed by AD & Reserve or Guard for all Branches. It worked out well. Navy can go to the Armory on the White River or CP. Atterbury, or NSWC Crane.

I already took my shot with BLC at Fort Indiantown Gap didn't pass for academic reasons overall after hearing your take on this new setup for BLC it really doesn't bother me because I only got three more years left and I'm in the National Guard and I really don't want to be a sergeant or be in the National Guard anymore I got a really good truck driving job that pays me very well and has a lot of better opportunities so my mind is really been shifting towards transitioning making sure that that's in order

I found it amusing when a Marine named Goddard challenged his promotion denial. He requested mast to the right sources and he gain E4 even against promotion board objections. Likely got poked at with an invisible big fork. Dick was edgy and cocky with me. Dicky Goddard did get sergeant before his honorable discharge came to life. Victory won! Good enough.

The Army is kicking the can down the road, instead of fixing a problem. This a big problem to me, having someone that might be in charge of a squad, not having at least some knowledge, and I am not saying the PLDC is an absolute, it an introduction and very important. I have a feeling this is a backdoor to DEI crap.
