I have never pre-ordered anything in my life, also hadnt really played Vic3 for over half a year. But when I saw the first videos pop up about a week ago about this DLC, I pre-ordered the bundle for like 35 euros and boy am I glad I did. Love the DLC, 40 bucks for just one might be a bit much for a lot of people though, but the pre-order bundle I'm glad to say was massively worth it. Never expected to say this about Paradox in this day and age.

DLC is broke. Foreign investment takes the transport cost of that good and duplicates it in the financial district as well. London has -700 transport and can never use railways. As other areas expand the private sector invests and sends transport requirements into the sky and can never be fixed.
