Actually, it sounds more logical to me that the Presence would be the writer and the Over Monitor could be the publisher. Publishers would gauge the success of the publication based on the fans reaction to it's writing (based on how well it sells) and if that publication is not a success the publisher would either replace the writer or cancel or remake the entire publication. Think about this. The presence displayed something the one above all has never crossed before during The Spectre 1992 #61. The presence was able to break laws that even himself put into place that was considered IMPOSSIBLE to be broken even by the most powerful entities in the DC universe such as Lucifer/Michael. The fact that he is able to contradict his own concrete laws tells it all. Think about this. If I create a being and say “You have enough power to win every single fight. Even defeat me, your creator.” Does this mean that my creation could kill me? If I wanted it to. OR I can contradict the reason I created him in the first place and still be able to kill him. Confusing isn’t it? This is what makes the presence so powerful. Nothing has to make sense to us, we’re pawns on HIS chessboard, and in the eyes of THE creator, you can do as you will with you’re own creation. Jason Todd was a talented fighter, but so are the other robins, and he is the least capable robin. His only real advantage is guns, which the bat family is known to deal with on a daily. Dick Grayson is the most talented fighter, and he's also the best acrobat on earth, so he can really move. He also has the most experience. Damian has some good genes, but he's got less experience against crazy good martial arts than the rest. Tim Drake has a good chance of second place, but I think he's going to have to struggle hard against Red Hood (Jason Todd). The guns really make a difference

The overmonitor is not the writer. Literally the overmonitor, or overvoid or whatever name you want to call it, is paper. The entire parallel they were trying to draw, is the void, the overmonitor, the primal monitor etc etc etc is just paper. What the writer uses, to draw comics. In DC it's described mostly as a tool, which everything springs from, and it is much more powerful than the presence, and has "abstract infinite intelligence" but ultimately it is still subservient and "held down" as things are "written across it's body". So yeah, one above all is even higher then the overmonitor.
