For me it's simple - if you have to run a campaign in Middle Earth - you can set it in areas the Fellowship never visited. I'm not messing with Tolkien's canon.

MERP did an early 4th Age module. It was okay, but pretty anti-climatic. Not sure that's the best approach.

This is always the problem with well-known and popular IPs. MERP got a lot of flack for inventing stuff, but they smartly set most of their modules in the mid Third Age and made the key NPCs virtually un-killable. TOR also invents lots of stuff but is a bit more boxed in, due to setting their game between the events of The Hobbit & LOTR. But the adventures themselves are okay, the issue is that the mechanics are total trash. It's a glorified board game masquerading as an RPG. Their point about Gimli is suggesting that the dwarves weren't so incompetent; Bilbo just builds himself up in his recollections.
