I am confused. How is this available for Pre-order? A region free blueray has been available for nearly a decade... If it had a English cast, I could understand, otherwise its just a re-release or territory specific release?

It does, in fact, have an excellent English dub ADV produced back in '04 or '05 for a DVD release.
